"Whoa re you" is a hall meme coming from typoing Who are you. One day, Taylor Han typoed in this way while playing Starcraft, and Damien was so impressed that he repeated it n times. Now, there's a shirt with the meme and Damien's face. In conversation, though, the non-typoed version is used more.
This phrase is notably used in the excellent fanfic Gundam 00M: marina's Figth [sic]. Attempting to read Gundam 00M out loud, typos and all, is an amusing way to spend time.
